Welcome to the Licensing & Special Inspection Program. Our staff is here to assist you to achieve professional licensing and/or certification. The staff consists of a Chief of Licensing Special Inspections Richard Schlieder, Administrative Assistant Donna Basford, and licensing clerk Bridgette Hutchinson.

The Chief works with special inspection field staff-electrical, plumbing and boiler inspectors. We provide administrative support to the Plumbers and Electrical Licensing Boards. Richard acts as chair for both boards.

Bridgette and Donna provide assistance for all the licensing and certification requests.

Chief Plumbing Inspector Gerald Garrow works with the Plumbers Examining Board and representatives of the plumbing community on continuing education and licensing issues. GJ is based in the Rutland Regional Office and provides inspections for the entire state.
