VERMONT FIRE INCIDENT REPORTING SYSTEM

The Vermont Fire Incident Reporting System (VFIRS) is operated by the Division of Fire Safety. To understand the fire problem in Vermont, plan for the future, and develop strategies to address these issues, it is important to have complete, reliable data for all fire incidents in Vermont.

Fire reporting is required by law: Each fire department is required to submit their emergency incident data reports to the State Fire Marshal’s Office in accordance with 20 V.S.A. Section 2833.

VFIRS is an integral part of the larger National Fire Incident Reporting System (NFIRS) operated by the US Fire Administration (USFA), and supported by the National Fire Incident Council (NFIC). The National Fire Incident Reporting System (NFIRS) began over 25 years ago with the aim of collecting and analyzing data on fires from departments across the country. More than 14,000 fire departments in 42 States now report their fires and injuries to NFIRS. This makes NFIRS the largest collector of fire-related incident data in the world.
The Division of Fire Safety maintains and manages the data collection for the Vermont portion of the National Fire Incident Reporting System (NFIRS). The Vermont data is forwarded to NFIRS to help develop a picture of the fire problem throughout the United States.

VFIRS is a critical component in the USFA goal to "Fight Fires with Facts." In these days of shrinking budgets and increasing demands being placed upon the fire service, accurate information is essential to decision makers. In addition in order to be eligible for fire grants from the U.S. Fire Administration, and the Vermont Department of Public Safety, Homeland Security Unit, a fire department must report all incidents through the National Fire Incident Reporting System.

The Division of Fire Safety continues to thank those departments that report valid incident reports on a timely bases. These reports are being used at the state and national level to make decisions that will affect public safety and the fire service for years to come.

NOTICE: As of January 1, 2009, all data must be in NFIRS 5.0 format and be submitted electronically via the bulk import tool or the USFA data entry tool. Paper forms will not be accepted. Email or U.S. Mail submittals will also not be accepted.


CURRENT FIRE DEPARTMENT REPORTING STATUS

Timely submission of reports is important and required. Reports should be submitted electronically by using the web-based bulk import tool. If the counts are not the same as your department records or if you have questions, the Fire Chief or Reporting Officer can contact one of the state VFIRS managers. The report includes "No Activity" reports. If your department is not listed, no reports have been received.

SPECIAL VERMONT INCIDENT CODING INFORMATION

Plus-One codes are used to provide additional detail to a code that is already in the system. A Special Study is used to add a new field of additional detail usually for a specified timeframe.

REQUESTS TO RESET AN ACCOUNT

Your VFIRS account will become inactive if you do not log in every 60 days. If this happens, please send an e-mail to vfirs@dps.state.vt.us. NOTE: Due to the volume, phone call reset requests can no longer be accepted. In your e-mail be sure to include:

  • Your department
  • FDID #, and the
  • Account login name

We will reset the account as soon as possible. Please retry your user name and password again in two work days after sending the e-mail.

Web-Based Tools and Bulk Import - General information about the web-based tools is provided in this page as well as access to each of the web-based tools including bulk reporting.
Reports Tool (Web-Based Reports) - This tool provides registered users access to summary and statistical information from Fire Departments and incident data saved to the national database. The User's Guide includes step-by-step instructions to generate, retrieve and print reports.
Software Tutorial - The NFIRS 5.0 tutorial is comprised of three chapters in PowerPoint format. To view the PowerPoint shows listed below, click on the Chapter of your choice. When prompted, select "Open" and then click OK. If you do not have PowerPoint installed on your computer, you need to download the PowerPoint Viewer to view the shows.

Incident Coding Information

Active Software Vendors List - This page lists active software vendors and their contact information. Vendors who have notified the USFA when their product development has completed and has been tested to be compatible with the national NFIRS 5.0 database standard will be mared as "Active" and placed on the Active Vendor List.
