PROGRAM
YEAR - FY 2004
The
total grant funds for FY 2004 is $19,342,000 and is broken down
as follows:
State
Homeland Security Grant ($14,681,000)
Provides
planning, equipment, training, exercise and management, and administrative
funding to emergency prevention, preparedness, and response personnel
in the State of Vermont. These funds will be utilized to implement
the state's Homeland Security Strategy. The State of VErmont obligated
80% of the grant funds to local units of government. The remaining
20% of grant funds will be utilized by state agencies to enhance
statewide homeland security preparedness efforts. Based on the current
state strategy, the grant funds will be shared in the following
manner:

Law
Enforcement Terrorism Prevention Program ($4,356,000)
Provides
funds for law enforcement organizations for planning, organization,
training, exercises, and equipment to support the following prevention
activities:
- Information
sharing to pre-empt terrorist attacks.
- Target
hardening to reduce vulnerability of selected high value targets.
- Recognition
of potential or developing threats.
- Interoperable
communications.
- Intervention
of terrorists before they can execute a threat.
Based
on the current state strategy, the grant funds were allocated in
the following manner:

Citizen
Corps Program ($305,000)
Provides
funds to support Citizen Corps Councils in Vermont with planning,
outreach, and management of Citizen Corps programs and activities.
