These grants have been provided by the U.S. Department of Justice (1999 – 2000) and the U. S. Department of Homeland Security (2001 – present) to enable local and state first response agencies to obtain specialized emergency response equipment that will enhance their basic defensive capability to respond to all hazardous incidents.
