8/06 - Tier II Reporting Requirements for Chemicals Used in Cooling and Freezing Processes (Freon, Anhydrous Ammonia, etc)

Please note that all facilities that use or possess chemicals used in the cooling/freezing processes, these chemicals are a reportable substance under the Vermont Community Right-to-Know Program. If you exceed 100 lbs of storage you will need to complete a Tier II inventory form and submit it to the address listed above. If you are required to pay a fee, as defined in Vermont Statute 20 VSA, Chapter 1, the fee needs to accompany the Tier II form. Anhydrous Ammonia and Freon are subject to reporting under Sections 302, 304, 311, and 312 of SARA.

Examples where cooling/freezing chemicals may be found:

  • systems for municipal, public, college ice rinks
  • cooling and freezing systems used in the food industry, retail food stores, food storage, and ice making facilities
  • air conditioning systems
  • freezer and cooling equipment at gasoline stations and convenience stores

These chemicals include, but are not limited to:

  • Anhydrous Ammonia
  • Freon
