INCIDENT SUMMARY:

On this date and time, Vermont State Police received a 911 call advising of a single car motor vehicle accident which occurred on Vermont Route 100 in the Town of Rochester (Windsor County) Vermont.

Upon arrival, State Police met with the Rochester Constable Mark Belisle.  State Police observed a single car off the side of the road which had collided into a CVPS power line.  The CVPS power line in which the vehicle struck had a transformer attached to it which leaked hazardous material all over Vermont Route 100.  The State Hazmat team was subsequently called in to clean up the spill.

State Police met with the operator of the vehicle, Margaret Brown of Hancock. Brown advised that she had fell asleep behind the wheel of her vehicle and drove off the road.  Brown showed extreme signs of alcohol impairment and registered a .244 % B.A.C. roadside.  Brown was taken into State Police custody and transported back to the Rochester Constable’s Office where she was processed for DUI.

While back at the Rochester Constable’s Office, Brown became extremely combative and assaultive towards Troopers.  Brown had to be restrained by Troopers until medical personnel arrived on scene to assist.  Brown was finally calmed down by medical personnel and was later transported to Porter Medical Center for mental and medical treatment.
